What this is and why it exists

Everything that reduces risk falls into two categories, and the split is more useful than any longer classification.

Structural measures are things you build. Non-structural measures are rules, plans, training and money. The second category is cheaper, more effective for what it costs, and consistently neglected.

The vocabulary

  • Structural measure — a physical work that reduces damage, such as an embankment or a retrofit.
  • Non-structural measure — a rule, plan, training programme or financial arrangement.
  • Retrofitting — strengthening an existing building against a hazard.
  • Land use regulation — controlling what may be built where.
  • National guidelines — the published national guidance an engineer works to.
  • Disaster Management Act 2005 — the legislation establishing India's current framework.
  • Relief-centred — an approach organised around responding after events.
  • Prevention-centred — one organised around reducing risk beforehand.

The mental model

Structural measures are visible. An embankment, a cyclone shelter, a retrofitted school, a sea wall. They are expensive, they are photographed when opened, and they are the measures that get funded.

They also have a failure mode worth knowing. A structural measure that fails can be worse than none, because people trusted it and built behind it. An embankment protects against the flood it was designed for and concentrates the damage when a larger one arrives. Designing one includes deciding what happens when it is exceeded, because eventually it will be.

Non-structural measures are the rules and the preparation. Land use regulation that keeps building out of the flood plain. Building codes and, more to the point, their enforcement. Training and drills. Early warning arrangements. Insurance. Plans that name who does what.

They cost a fraction of the structural ones and prevent more harm per rupee. They are also much harder to sustain, and the reason is political rather than technical. A shelter stays built. A regulation can be relaxed, a drill can quietly stop happening, and an enforcement office can be underfunded. Non-structural measures need continuous maintenance of attention, which is scarcer than money.

A strategy combines both, and at that point the subject becomes a policy question rather than a technical one. What is worth building, what should be regulated, what is accepted as residual risk, and who decides. Engineers supply the analysis and do not settle those questions alone.

The national guidelines are what an engineer would actually work to. There is published guidance for the major hazards. The practical value is knowing it exists, knowing which document covers which hazard, and where to find the current version. That is most of the value, because the detail changes and the habit of looking it up does not.

The legislation is the legal spine of everything in the previous topic. The 2005 Act created the national authority, the state authorities, the response force and the institute, and it defined their responsibilities. Before it, arrangements were largely relief-centred: the state responded after an event. The Act shifted the official posture towards prevention, mitigation and preparedness.

That is the stated position. Whether practice has followed it is a fair question to hold while reading. It is the same question the second topic raised about where funding goes. A law changing the official framing does not by itself move the budget. The standing mismatch between what is known to work and what gets funded is not settled by legislation.

Holding that question is not cynicism. It is what a person who has understood the subject would ask. Asking it of your own region is where this course stops being general.

The last item returns to where the course started. All of the above is adapted to what a particular region actually faces, because the vulnerability profile decides which measures are worth anything there. A cyclone shelter is essential on one coast and pointless inland. Seismic retrofitting matters in one zone more than another. The framework is national and the answer is local.

What you should now be able to explain or do

Classify a measure as structural or non-structural and say what each costs. Explain why a structural measure that fails can be worse than none. Say why non-structural measures are harder to sustain, and why the reason is political. Say what the national guidelines are for and what is worth knowing about them. State what the 2005 Act established, and the question worth holding about it.
