OE1-3.4 India's Institutional Framework & Post-Disaster Response

What this is and why it exists
Knowing which body does what is practical rather than bureaucratic. In an emergency, knowing who to ask is most of knowing what to do.
The framework has a clear division of labour, and four names carry most of it.
The vocabulary
- NDMA — the National Disaster Management Authority, which sets national policy.
- SDMA — a State Disaster Management Authority, which holds operational responsibility in its state.
- NDRF — the National Disaster Response Force, the specialist force deployed to an event.
- NIDM — the National Institute of Disaster Management, which trains and researches.
- Civic volunteer — a trained local resident who responds before any force arrives.
- Compensation — payment for losses, usually from public funds.
- Insurance penetration — the share of losses that is actually insured.
- Remote sensing — observing an area from satellites or aircraft.
- GIS — a geographic information system, which combines mapped data for analysis.
- Build back better — reconstruction that reduces the vulnerability rather than restoring it.
The mental model
Four bodies, four different jobs.
The national authority sets policy and issues guidelines. It decides the framework rather than running the response.
The state authorities hold operational responsibility. This is the part people miss. Response is led at state level, and the district administration is where it actually happens. That is where the local knowledge and the standing administrative machinery are.
The national response force is the specialist force deployed to an event. It is trained and equipped for search and rescue in collapsed structures, in floods and in chemical incidents. It is deployed to events; it is not present everywhere in advance.
The institute trains and researches. It is the part of the framework that acts before an event rather than during it. That makes it the least visible, and the most aligned with the previous topic's argument.
Civic volunteers are the layer beneath all of that, and they matter for the reason already given. Local volunteers do most of the rescue in the first hours, because they are already there. Any framework that counts only the professional force has miscounted who does the work.
Placing the cycle against the institutions is the useful exercise. Which body owns preparedness? Which owns response? Which owns the long reconstruction? Where two bodies both own something, or neither does, the framework has a gap. Gaps of that kind are what post-event reviews usually find.
Compensation and insurance is where financial resilience becomes concrete. Compensation comes from public funds, it is decided after the event, and it is slow and partial. Insurance pays what a contract says, and it pays faster.
The difficulty is that insurance penetration for these losses is low enough to be part of the problem. Most affected households and small businesses carry no cover, so the loss falls on them and on public funds. That is not only a financial fact; it is a recovery fact, because uninsured losses recover more slowly and some do not recover at all.
Remote sensing and mapping are now routine in this work, and they connect this subject to the remote sensing course directly.
Before an event, imagery and mapped data build the exposure picture: what is where, at what elevation, near which fault or river. After one, imagery from before and after is compared to assess damage across a wide area. That is far faster than ground survey, and it works where roads are impassable. During response, mapped data supports decisions about routing and access. The three uses are different and they use the same data.
Reconstruction closes the topic on its most important idea. Rebuilding the same structures in the same places restores the vulnerability along with the buildings. The next event then does the same damage.
Reconstruction is the one moment when there is money, attention and political will to build differently, and it is brief. Use it to raise the standard, or to move what should not have been where it was. That is the difference between recovering and being ready for the next one. Missing it means paying twice.
