EC-16.1 Public Safety and Professional Responsibility
You can say what an engineer's duty to the public consists of, work through a case where that duty conflicts with an employer's instruction, recognise the conditions under which good people approve bad decisions, and describe how a concern is properly raised.
Engineering ethics is often taught as a list of principles nobody disagrees with, which is why it does not transfer. This topic is built on cases instead, and on the specific mechanisms by which competent organisations reach unsafe conclusions. It is placed first in the module because the safety, environmental and standards topics that follow are applications of the same duty.

The duty to the public, and why it is placed first
Professional codes place public safety above the interests of the client and the employer. That ordering is what makes it a profession rather than a trade, and it is stated first in nearly every such code.

Work through a documented case where an engineer's safety concern met a schedule or a cost. Cases teach what principles cannot, because the difficulty is never in knowing the principle.

Diffused responsibility, gradual acceptance of anomalies, pressure of schedule, and a burden of proof placed on the person raising the concern. Recognising these in advance is more use than any principle.

In writing, factually, through the internal route first, keeping a record. Escalating outside comes later and is a serious step, and the internal record is what makes it defensible when it is necessary.

Reviewing your own work, or a supplier you have an interest in, is not automatically wrong. Not declaring it is. The obligation is disclosure, and then someone else decides.
