OE1-3.2 The Disaster Management Cycle & DRR
You can describe the rescue, relief, rehabilitation, prevention, mitigation and preparedness phases, explain disaster risk reduction and community-based DRR, and outline mitigation construction techniques to Indian standards and early warning systems.
The cycle's important claim is that the work before an event matters more than the response after it, and yet attention and funding flow the other way — that mismatch is the field's standing problem. Community-based DRR follows from a practical fact: for the first hours the only responders present are neighbours, so their preparedness decides survival. Early warning systems fail at the last mile far more often than at the detection stage, which is a communication problem rather than a technical one.

Rescue, relief and rehabilitation
What happens immediately afterwards, in three stages. These are the visible activities and they are the smallest part of the cycle by cost.
Prevention, mitigation and preparedness
The three things done beforehand, which are cheaper and less visible. Underinvestment here is the central problem of the whole field.
Disaster risk reduction (DRR)
The organising idea of the modern approach: reduce the risk rather than respond better. It reframes the subject from response to prevention.
Community-based DRR
Doing that work with the people who live there rather than for them. Local knowledge and local ownership are what make measures survive after the project ends.
Institutions concerned with safety
The organisations whose job this is, in outline. The detailed treatment comes in a later topic.
Disaster mitigation and construction techniques as per Indian standards
Building so that the hazard does not become a disaster, to published standards. This is where an engineering student contributes most directly.
Early warning systems and the last-mile problem
Detecting the hazard in time and getting the warning to people, which are two different problems. The second is harder and it is where warning systems usually fail.
